Or we can drift into proprietary platforms, opaque scoring, surveillance architecture, and new forms of gatekeeping—reproducing current inequalities in digital form.

This paper is a call to action:

  • Employers: Pilot index programs now, prove their value, share results
  • Universities: Become validators not gatekeepers, build credible signals, embrace unbundling
  • Individuals: Document your growth, engage with platforms, leverage new signals
  • Policymakers: Build infrastructure, set standards, ensure fairness
  • Builders: Create the platforms, prove predictive validity, enable interoperability

The talent signal crisis costs $1 trillion annually and wastes millions of lives. We now have the understanding, technology, and motivation to fix it.

The question is whether we have the will.


The measure of a civilization is not its wealth or power, but its ability to unlock human potential. By this measure, we are failing catastrophically. But failure is not final. The infrastructure for true meritocracy—where growth matters more than pedigree, where capabilities are visible regardless of origin, where potential is recognized rather than squandered—can be built.

Not in theory. Not eventually. Now.

The signal revolution begins today. The only question is who builds it—and whether we design for equity or repeat the mistakes of the past.
